These are instructions for new construction in Appanoose County non-incorporated areas (construction within the incorporated areas should follow the guidelines of the incorporated area) and should be followed in order to avoid unnecessary delays. 1. Driveway Permit:
1a) Contact Roger Dyke at (641)895-8854 to discuss requirements for a new driveway.
1b) Fill out driveway application. The form is located here: Application or can be picked up in the Appanoose County Engineers Office between the hours of 7am to 3:30pm Monday thru Friday during winter hours and 6am to 4:30 Monday thru Thursday during summer hours. Then return it, along with a $50 application fee, to the Appanoose County Engineers Office or e-mail it to rdyke@appanoosecounty.net
2. Applications for 911: (The driveway for your property must be in place for an address to be issued).
2a. Fill out the form New Address Acquisition Form
2b. send the form to: Appanoose County Sheriff’s Office, 1125 W Van Buren St, Centerville IA 52544.
You will be notified of your address or any problems within 2-3 days of the Assessors Office receiving of the form.
3. Sewer Permit & Licensing:
3a) Contact Stacie Price, sprevo@admlcounties.com or (641)724-3511 to discuss requirements.
3b) Fill out the Sewer Permit. Permits can be picked up in the Appanoose County Environmental Health Office.
3c) Licensing for restaurants, spas, hotel/motels and other health oriented businesses can also be picked up in the Environmental Health Office.
4. Use Of Right Of Way Permit:
4a) Contact Roger Dyke at (641)895-8854 to discuss requirements for working in the road right of way.
4b) Fill out Use of right of way permit available here: Right of Way Use Permit or Permit or can be picked up in the Appanoose County Engineers Office between the hours of 7am to 3:30pm Monday thru Friday during winter hours and 6am to 4:30 Monday thru Thursday during summer hours.
5. Zoned Area:
Go to the County Map and find your property (for instructions click ‘instructions’ in the lower right hand corner). This information is also available in the Appanoose County Engineers Office. If your property falls into the zoned area then complete Step 6. Otherwise Thank you for choosing Appanoose County and taking the time to go through the proper processes.
6. Zoning Permit:
6a) Read the Appanoose County Zoning Ordinance. Available here: Zoning Ordinance

6c) Fill out Application for Zoning Certificate and return it to the Appanoose County Board of Supervisors. When filling out the Application copies of these forms are required: copy of the deed for the property, aerial map of the property, copy of the sewer permit, 2 copies of the construction plan or sketch, the plot plan form, and any other documents required. The form is available at Zoning Certificate.
